Per the header.
Player in CoT AP, he's got a Human Varisian Cleric 1/ Swashbuckler 2, about to ding lvl 4.
20 point buy, typical feat choices.
Allowing him to reroll/retrain to better fit.
I suggested 3 level dip into Swashbuckler, the rest into Cleric.
The party consists of Human Brawler/Hellknight Armiger, a Human Bard, a Tiefling Psychic Sorcerer, and a Human Medium.

I'd nix the Swashbuckler levels. They really add nothing, particularly since he is a Human.
When you say he's a Varisian Cleric, you mean he's just from Varisia, or do you mean he has the Varisian Pilgrim archetype?
Anyway, if he's doing battle Cleric is one thing, if he'd rather focus on support it's another.
What do you think he wants to build?
Party doesn't look like it needs a CHA-based dude, and if he wants to be more focused on combat, I'd probably recommend he makes a more aggressive divine class like Inquisitor or Warpriest.

I think he was looking at doing that whole "Tankard/Rapier" combat style, but for some reason I can't find out that much about it.
I meant he was a Varisian Human, straight Cleric I believe, but open to retraining that.
I like the swashbuckler class dips personally, but am open to other suggestions. We want to try and keep the channeling because he's used that in game, but again, willing to overlook it.
I don't think he's planning on being the stoic steadfast healer guy, nor the divine blasty super caster guy.

My personal assessment is that the Swashbuckler dips aren't gonna be effective and they are likely going to push him behind in terms of power with respect of the rest of the party.
Stuff like Parry + Riposte doesn't work if you don't keep your attack very high, and even if he gets some tools to fight in melee... he's still not going to be good at it.
I personally like the Channel angle, as Cayden has some great tools for a Channeling Cleric, but going that route means ignoring the Weapon Finesse route largely (which may be wise).
Tankard + Rapier Divine Fighting Technique is cutesy but it's extremely restrictive. It requires TWF, good CMB for Dirty Tricks, and an use for blinding fellas. A Fighter could, perhaps, pull this off. Not a Cleric, and not a multiclassed Cleric.
Just saying that if you want to make a build for a character, it's best to give him something that you know will work. Giving them something that they enjoy is ideal, but much harder to pull off. At least if it works, they can build it to their liking.
Here's a build that's focused on Channeling I'd personally offer someone interested in being a Cleric of CC:
Attributes:
S12 D12 C12 I12 W15+2 CH14
This should be enough to hold on to some medium armor, have enough DEX not to be a sitting duck, a modest boost to HP, some extra skills to play with, good casting stats and channeling power. I just like this overall as the drunkard's statline.
Domains:
Freedom and Charm are always good.
Feats and shiz
So the loadout I'd recommend is a Channeling focused build, casting spells to disable, support or blast as needed, while using Channel in between to produce several effects:
LV1. Channel Variance (Ale/Wine), Improved Channel
LV3. Extra Variance (Freedom)
So the rub here is that 3 times a day, you can use Channel Variance + Extra Variance to make your channels produce more effects. Ale/Wine, when used to harm, can cause enemies to be come nauseated (I love the idea of channeling drunkenness), while Freedom can be channeled to harm to slow enemies, which is pretty powerful. They can both be used defensively in some situations for some cool bonuses as well.

LV5. Channel Variance
LV7. Extra Channel
When you get Channel Variance for the second time, you can use the variant channels as many times as you wish (as long as you have a channel up). Picking up an Extra Channel helps out to have more trickery to play with.
And you can always still use it to heal!
For your spells, toss Hold Person when needed, drop the Heroism if you see it fit, etc.
