What I mean by this is, if you get drawn are you assigned a random level range you must play in, or do you get to choose?
do you choose at the time you add it to the lottery, and if so what if you are able to play in multiple tiers?
This is my number 1 pick, but if I am randomly stuck at a level that I don't have a character or have to play one I don't want to play, it would affect how I rate this in the lottery.
any insight into how it works?

I don't THINK this should be a lottery event... there will be a ton of tables being run of it at once. Am I wrong on that?
I haven't done a special there before, but I thought it was in demand and part of the lottery. I could be mistaken.

If I remember correctly from my past experiences, the lottery just gets you a seat at the special; it doesn't assign you a sub-tier, nor do you need choose one at that time. Then, much like the banquet, prior to the running of the special, players queue up in the hallway(s) outside the ballroom. I have always "self-mustered" (found a group of five other players who all want to play the same sub-tier), then, when the doors open, we tell the volunteer in charge which sub-tier we're hoping for and are directed to the appropriate table. A few years ago, at the previous location, there were "mustering stations" outside the ballroom where players would congregate based on desired sub-tier. Then, volunteers would gather us into groups up six and send us to the appropriate table. I did not attend last year, so things may be different now and there may be a new method for mustering.

Because there is finite seating and the event is in high demand. If it were made an open event like the majority of the PFS tables, those that had access to a computer/the internet when open event registration began could potentially grab all the seats, leaving those late to registration unable to play. Assigning seats during the lottery is the best way to insure everyone a fair and equal chance of getting seated. Now, having said that, with the large number of seats available, most who want to play the special should be able to play the special.

Yep - it hasn't been full after the lottery in any year (yet), but there have been folks who didn't get in, who would have if it had been a lottery event. This was because they were fairly late in getting to the Open signups - which is not necessarily their fault since the open signup time has shifted at the last minute in the past.
What I do? Put a 1 on it, so I'll pick it up on my schedule after any other Sunday lottery events I want to play in.
