Yes, you can Finesse a touch attack.

It's not specifically stated anywhere, though, and requires a bit of a logic path:

• Every creature can make an unarmed strike.
• Unarmed strikes can be Finessed.
• You can use an unarmed strike to deliver a touch attack.
• You count as armed when doing so, and thus you don't provoke.
