In my latest game ran, I encountered the following Scenarios...
Basis: the season 7 scenario has the usual VC briefing followed by THREE ACTS.
1. The APL for the party was calculated at 3-4, but a player came in late (middle of ACT 2).
When he joined, it pushes the APL to 5-6
Question: I read somewhere that if you played at least two third of the game (eg. Missed act one or had some emergency and had to leave just before the final encounter) you can still be awarded full XP and PP and GP.
- For this time round, would he still be awarded the full rewards?
- And would he be able to join the game as it pushes the tier up?
- For future reference, if a person rage quit after the first ACT... Am I still suppose to report him playing and award a 0xp chronicale sheet
2. A player died at the very first encounter. Another player died at the last encounter. Both, luckily, had enough PP/gold for a raise dead.
Question here is... How do I award the XP, PP and GP for both scenarios.

I think 1/3rds and 2/3rds are for situations that span multiple sessions (like APs or big modules etc), not usually used for late drop ins or early leavers..
Below is the blurb from the Iron gods AP but i don't think its for normal scenario (or at least i could not find the language in the latest guide):
(Playing each distinct portion of Adventure Path
sanctioned content from beginning to end earns a
character 3 XP and 4 Prestige Points if that character is on
the normal advancement track, or 1-1/2 XP and 2 Prestige
Points for characters on the slow advancement track.
If a character dies and is brought back to life, the
GM must determine the rewards for that character.
The minimum possible reward is 0 gp, 1 XP and 1 PP
on the normal advancement track or 0 gp, 1/2 XP, and
1/2 Prestige Point on the slow advancement track. If a
character participates in more than 2/3 of the module,
she should receive the full rewards. GMs and active
players are encouraged to hasten the return of any
characters waiting to be raised from the dead so that
everyone may receive the full award.)

Attempting to think the specifics through

This one is a call on the reasoning - seen people storm out after a character death or similar. Best thing tends to be to flag it to up the chain so they are aware and aim to give as impartial an account as you can. (zeroing the sheet tends to be the basics though)
2. A player died at the very first encounter. Another player died at the last encounter. Both, luckily, had enough PP/gold for a raise dead.Question here is... How do I award the XP, PP and GP for both scenarios.
The raise dead situation is dependent on how much of the scenario they got through. from p14 of the guide:
"Step 3: Award the character XP based on his
advancement track. A PC receives XP only if he survives
the scenario or is raised from the dead by the scenario’s
conclusion and completed at least three encounters
over the course of the adventure."
So unless they came back after the death and continued (possible in some games, known people that died twice in a scenario..) it is less than the three encounters. Its possible to judge favorably what counts as an encounter but it does sound early on for this one...

Scenario 1 - the player may join with their character if the table is willing to play at the higher APL. Otherwise, the new player should play a 4th level pregen and apply the out of tier credit to their character. The new player must play 3 encounters A standard scenario has 4- 5 encounters, so a player can miss one and still get full credit. All players should be reported, regardless of rage quits or other reasons that pull them from the table.
Scenario 2
As long as player A died, was raised, and continued the adventure for 3 encounters (including the one of their death), they get full credit. The player who dies in the last encounter gets full credit.
