Hello, I was asked by my local VC to post this as a question here an see if I can get an official answer, since he has his ruling for how it should work but is concerned about table variation for me. It is concerning the following item.
Iron Lord's Transforming Slivers

Description:
The metal filings within this pouch are a mixture of adamantine, cold iron, mithral, and steel. The filings are faintly magnetic and stick to ferrous metal but are easily wiped away. If a metal or partly metal weapon is covered in the entire contents of the pouch and placed in a hot forge overnight, it slowly grows or shrinks by one size category toward the size of the creature who applied the powder. For example, a Small +1 longsword coated with the filings by a Medium creature transforms into a Medium +1 longsword.
This transformation is permanent. The pouch contains enough material to transform one weapon, regardless of size.
Now, I am aware that in the guild guide the spell and effects that the following says that permanent spell effects end at the end of the adventure.
SPELLS
All spells and effects end at the end of an adventure with the following exceptions.
• A character can have one each of the following spells on an item or items that carries over from adventure to adventure: continual flame, masterwork transformation (Pathfinder RPG Ultimate Magic 228), secret chest, and secret page.
However, this is specifically notated under "Spells" and includes "Effects" for spells. I suggest that this does not apply to the Sliver's as they are an item, not a spell, and do not create a spell effect or magical enhancement that could be dispelled.
There is also precedent that an item effect can be carried over between adventures if it is not a magical effect, but an inherent change. This can be found in the FAQ as follows:
There are several expensive items in the Pathfinder Roleplaying Game Core Rulebook, such as the tome of clear thought, that grant inherent bonuses to ability scores. How do these items function in the Roleplaying Guild?
If you find one of these items during an adventure, its bonuses last until the end of the adventure. However, if you purchase and use the item, its bonuses are permanent. Record these bonuses on your Chronicle sheet.
My VC's opinion was that because the "Permanent effects" clause was for spells and spell effects, and there was precedent for inherent changes lasting after the adventure with the books, that the Slivers should allow me to transform weapons into the size I need (So long as the appropriately sized character uses it on the weapon) and that transformation will be permanent if I mark it on my character sheet.
However, as I mentioned above, my VC reminded me that he's not the "Final official arbiter" of such things and that I should post it here and ask for a FAQ or official answer to avoid table variation issues. So, that'd be awesome. Thank you in advance.

This is an item that is consumed in activation. It's effect does not make the affected item magical, or otherwise impart magic to it. So what magic goes away?
Does the effect of reincarnate go away at the end of a session? No. They transform your body from dead to alive, and a different race. They take time to make this happen. Your body does not become magical in the process. Why should a magic item that permanently changes an item's size be handled differently?
Applying the spell effect rule to a magic item should be considered carefully.
I think the item should be treated as an instant effect that takes time to 'cast' via the forge. This simplifies the ruling to be the result of an instant effect and thus of no concern.

PS: I don't play in PFS, so I am going by my understanding via the forum.
