Basically agreeing w/CrystalSeas, but some additions:

1 & 2. Ranks in an appropriate Profession could help here, or just character background. For example, Prof(Barrister) for #1, or Librarian for #2.

3. Optionally make it an Intelligence check with a modifier for ranks in Know(Engineering).
