Hello everyone!
I come to you today seeking advice regarding my character build.
I'll start with what I know of the campaign I will be playing. I am in a rebellion (I guess trying to overthrow the tyrant King). Magic has been gone since the tyrant king took control and no one knows how or why. All fey creatures have been banned from entering the kingdom. I have been tasked with finding the reason magic is no longer available and possibly finding a way to bring it back.
Although I would like to discuss various reasons as to how or why magic is gone, I would prefer discovering the answers in character.
Now for my character. He will be someone who is somewhat reserved and prefers to keep a low profile and would like nothing more than to go unnoticed. Any action he takes is carefully thought out, including planning for failure even if his chances of success is extremely high. He is very cautious. His business with the rebellion would be to benefit himself more than the rebellion itself, as he does not care too much about who is in power.
Okay and finally, what I really need your help with, maximising combat efficiency and diplomatic capabilities. As you may have guessed I want to play a rogue, and if it is allowed, I want to play the unchained rogue and eventually prestige into assassin.
From what I've been given I need to be able to gather information reliably. Other than that I want to be able to dispose of any potential threats, targets or liabilities.

So I think your main requirement here is no magic, so no spell casting classes.
Or at the very least, classes with magic wont have spells. What about supernatural abilities or spell like abilities?
I understand you want to play a skillful martial class, it makes sense with the setting. That said, I would still steer you away from the rogue. They may have a lot of skill points, but they still aren't good at diplomacy.
Vigilante could actually be a very interesting option, and I believe there a plenty of abilities that enhance what you can do with diplomacy. Plus dual identities work well with the rebellion theme.
Unchained Rogue is okay, but avoid core rogue. While the assassin predigest class may seem cool, it's actually pretty terrible and I would suggest avoiding that too. I believe you can get a death attack with talents. At the very least you can play a Slayer which gets a death, for a rogue assassin feel without the rest of the bad that comes with the class.

I couldn't tell you whether or not supernatural abilities or spell like abilities work at the moment. That being said, spell casting classes are an option but I can't use any magic until I find a way to bring it back, and I don't know when that will be.
After taking a closer look at Assassin, I have decided not to go with it.

Is alchemy still a thing? Because if so, your character sounds pretty familiar to a certain potions master. Click on hyperlink three-hundred and ninety-four.
Traits can tie many Cha-based skills to Intelligence, so no worries there, whatever you end up deciding!

Hast thou considered The Lion Blade? Many of their abilities are supernatural, but so are many fey abilities (maybe they're banned from the kingdom because the tyrant's anti-magic macguffin doesn't work on those abilities?) Anyway, Lion Blades have skills and abilities that sound exactly like what you're looking for.
Even the fluff for their prestige class fits:
"Lion blades come from the most secretive schools of the fighting arts... With the flick of a blade, they can slow their enemy to a crawl and then step into a crowd and disappear from sight. They are quick, agile, knowledgeable, and masters of disguise."

Ninja make great faces, and have lots of skill points. They have SLAs, but not spells. They also can get a better Assassinate, in my opinion, at level 10.

I'll second Claxon's suggestion of the vigilante. The dual identity is perfect for someone seeking to keep a low profile, they get skill bonuses in all the right places (including bonuses when in their social identity), and they have options that hit all the right buttons for a rogue-type feel. Other than that, Cuup's suggestion of investigator is good too, if alchemy is still allowed.
