Rovagug Deific Obedience

For the second exalted boon of Rovagug's Deific Obedience, the worshipper can gain the destructive smite power from the destruction domain if he doesn't already have it. Does this mean that non-clerics can get the destructive smite power as well? Will that scale with level at all due to the power being based on cleric levels, or can that change to a general character level?

RAW: Anyone can gain the ability (who can access the Exalted second boon, that is) but the bonus doesn't scale above the minimum of 1 unless you have a cleric level.

But that seems stupid to me. Unless it's for PFS, definitely use your full character level.
