Could a War Saddle be used on a summoned creature of the animal or magical beast subtypes to make it combat trained?
Yes...
but you must put it on after the creature is summoned.
I can't find any Rules for how much time it takes, but you could use the time to Don light Armor (1 min or 10 rounds).
