Hi. I do not work for Paizo, but have seen this issue enough to perhaps offer some help. Your order is probably failing due to address verification between the address on your Paizo account and your bank. The payment processor Paizo uses is very picky about the address matching.
What your are seeing on your bank statement are actually authorizations, not finalized charges. See this FAQ. Basically, the process gets far enough for your bank to reserve the funds, but then the address verification fails and they don't complete the transaction. The authorizations will eventually excited (how long depends on your bank's policy, but on Monday Paizo will probably be helpful enough to request that your bank reverse the authorizations). In the meantime, if you want your PDFs triple check that the address in your Paizo account exactly matches the one your bank has, down to the letter before trying again.

It looks like Hawkmoon's guess was correct (at least for the first couple of attempts).
After that, it has been getting declined with the message "General decline of the card. No other information provided by the issuing bank."
You'll want to check with your bank to see if they can let you know any more information.
