Personally, I like the Exchange for being a cooperation, not a perfect blend.

EDIT: On a completely different note, should also be noted that I was also at an exceptionally rare table of ** spoiler omitted **. When that sort of thing happens it's great to feel, but also a bit of a kick to the teeth to realize that 'something cool' has been lost by 'playing it well'.
Ahh. I actually thought the handouts were pretty clear that it was one way or the other. But, you do need to be sensitive to the somewhat gamist nature of faction missions/PFS scenarios.
Aaqir: If you think its citizens vulnerable to cheap thuggery, you may doom our endeavor before it’s truly begun
Guaril: He wants to play it safe, and if you want to retire decades from now with your own fruit stand to show for your work, maybe you should play in his sandbox.

The problem is in part due to playing a lawyer-type character, but also in part because while it *seems* like those are cut and dried, there's no variation from 'DO THIS or DO THAT' when someone who's really trying to make the faction 'work' as an operational paradigm will 'DO both THIS and THAT'.

It's probably not going to happen as it's already a plotline to a scenario(s?). It's my favorite faction plotline just because it's so convoluted.
No not that plotline. The plotline which you described in your post is an actual PFS plotline.

"Tally the number of times the PCs promoted one or the other, as summarized below. If the faction PCs pursued al’Hakam’s approach more (minimum two accomplishments), Exchange faction PCs earn the Zjarran Entrepreneur boon. If the faction PCs pursued Karela’s approach more (minimum two accomplishments), Exchange faction PCs earn the Shadow over Zjarra boon. If there’s a tie, each faction PC chooses which boon to earn."
