Quick question- i'm running a scenario soon, where the PC's will fight a Water Elemental, while in a boat.
My question is- does the Water Elemental's "Water Mastery" ability in effect while the PC's on the boat; or only when they are in the water?

Possibly relevant. In the thread, the consensus was that there was neither bonus nor penalty.
