Unlearnt Bonus Spells as part of Spell List

Hi All, another Rules Query.

Is a bonus spell considered part of the class' spell list, if the spell has not yet been learnt?

Specifically I am considering whether to purchase for an L1 Oracle with Heavens Mystery either Wand of Color Spray or Page of Spell Knowledge for Color Spray.

They should be on your class spell list just not yet known.
Think of cleric domains, all are on your class spell list even the ones higher level than you can cast.
