I have not played the Mummy's Mask RPG. I figure there may be a reason he has the Human trait but is not a human in the picture. If it's an error, what race is he?

Rathos is indeed a human. Specifically,

MM spoilers:

a male broken soul human fighter. He is the victim of a glabrezu named Ninureset's twisted wish. He wished to be the strongest warrior for a hundred miles, and was subsequently transformed the pain-wracked crocodile-headed and stone-armed creature you see in the card art. He was originally the Forgotton Pharaoh's second-in-command, but was demoted after that event.
