From what I can gather, Asmodeus is openly worshipped in Cheliax. However, how is worship of this deity treated in other countries? Is he simply viewed as a somewhat harsh and uncaring god of law and order, but nonetheless acceptable in polite society, or is worship of him considered socially (or legally) unacceptable, and forced underground (or at least not paraded in public)?
I'm particularly interested in Varisia (specifically Magnimar), since I have in mind some NPC nobles who worship him. My thought is that as long as the obey the law, it won't be considered an issue by the city (though good aligned people will probably have their suspicions about them).

The big thing about Asmodeus (imo) is that he's evil all right but he also supports order in a rather fanatical way. So as long as its clergy keeps its own more unpalatable practices out of the streets (excruciations, mass sacrifices, evocation of devils...) authorities don't have any reasons to push too hard against its church, because the church itself supports them in turn (and tries to convert them).
Of course depending on the situation of a city or nation things may change: a particularly ambitious priest of Asmodeus may try to supplant current rulers with others more symphatetic to hell's goals, and if discovered this could cause backlash against the church of Asmodeus (or not if they distance themselves from the priest in time and bribe their way out of trouble for example).

What a lot of people forget is that slavery is not only by-the-books legal, but culturally acceptable in the vast majority of Golarion. Obviously people have other problems with Asomdeus and Devils in a cosmic sense, but in a place civilized enough that the dirty peasants don't just form a mob and run you out of town, I think most places will have no real issues with an Asmodean. The do-gooder who tries to do something to you would be in the wrong in most places.
Unfortunately, Magnimar in particular is a bitter rival of Korvosa and demeans them with the nickname "Little Cheliax". They're one of the least likely city-states to accept open devil worship.
Fortunately, this means Korvosa would be a great place for you to do this. Slavery is illegal, but they have a large public temple to Big A anyway. They contract Shelynites to make stuff for them. They have a friendly rivalry with the temple of Abadar in regards to legal and bureaucratic duties in the city. It's a rather new part of the city, but it's done a good job fitting in. Hell, they only sacrifice willing volunteers in order to stay on the city's good side. It's as ingrained as anything outside of Cheliax itself.

the more "points of light" you make Golarion, the more acceptable Asmodeus becomes. It's not hard to do this.
The more happy, settled, and merry, you make Golarion, the less acceptable Asmodeus-worship. It's not hard to do this either.
