If I'm a vexing dodger rogue (and i have a climb speed), and i'm climbing on an enemy, can I make melee attacks against them?
If yes, can I make a full attack? Use two weapon fighting? Use a two-handed weapon?

So yes to attacks, but no to TWF or 2HW.
The climb speed is important to retain your Dex to AC.
What you want for combat is something like Slippers of Spider Climbing... so you can have both hands free even while moving.
