Sorceror Draconic Bloodline
Bloodline Arcana: Whenever you cast a spell with an energy descriptor that matches your draconic bloodline's energy type, that spell deals +1 point of damage per die rolled.

Blood Havoc
Whenever you cast a bloodrager or sorcerer spell that deals damage, add 1 point of damage per die rolled. This benefit applies only to damaging spells that belong to schools you have selected with Spell Focus or that are bloodline spells for your bloodline.
This ability replaces the sorcerer's 1st-level bloodline power or the bloodrager's 4th-level bloodline power.

Your melee touch attack deals 1d6 points of nonlethal cold damage + 1 point per level, and the target is fatigued. The fatigued condition ends when the target recovers from the nonlethal damage. This spell cannot make a creature exhausted even if it is already fatigued. You can use this melee touch attack up to one time per level.

Although there are so many other spells that are better here, I wanted to use Frostbite, for flavor. (Cross-blood Elemental/Draconic bloodlines make all energy spells potentially fire and boosted)
However, after seeing how Blood Havoc was worded, I'd like to know if Self Buffs do affect these abilities.
So, are Self Buff spells affected by Draconic Bloodline's Arcana, and Blood Havoc?
Do I deal 1d6 + caster level + 2 per punch?

Frostbite isn't a "self buff" spell, it's an active damage spell. I'm not sure calling it a buff spell is all that apt, even if you can hold the charge.
For a better example, let's use Shock Shield. It is a "buff spell" (it provides you a passive benefit), but when you discharge it, it damages enemies. But because it has the [electricity] descriptor, it's a valid spell for the Draconic Arcana, and because Blood Havoc doesn't care what kind of spell is dealing damage, it's valid as long as you have Spell Focus (abjuration). Both of these will increase the damage Shock Shield deals.
As for natural attacks on Frostbite, yes and no. The free touch attack you get for having cast the spell must be a touch attack (barring Spellstrike or similar effects), but on future rounds, you may select either to make additional touch attacks (dealing only the effect of the spell) or to attack with unarmed strikes or natural weapons (which add on the regular damage and benefits of that attack, but typically involve hitting regular AC instead of touch).
If you are attempting to apply a held charge using a natural attack or unarmed strike, and your attack roll is low enough to miss the target's regular AC but high enough that it would hit touch AC, your attack still misses; you don't get to apply just the touch even if you're grazing the target.
