Energy Drain

OK,
The rules on energy drain are at best confusing. If a wright energy drains a character, what exactly happens. I'm seeing a number of rules.

the bottom one is rules for the energy drain ability the top one is what negative levels do and how they interact with characters energy drain applyes negative levels to enemies hit by the thing with energy drain
