When the rebellion gains supporters through story rewards, when do they get added to the total? Immediately when they are awarded or at some point in the rebellion phases? Obviously, this makes a big difference in the area of leveling up the Rebellion.

Yeah, I thought of that but the game doesn't actually say that's when it's supposed to happen. I spent a lot of time looking for it.

It actually doesn't. The rebellion only checks whether it's leveled up after the supporter attrition step in the Upkeep phase. As long as the new supporters are added before that, any time before that, it doesn't make a difference.
