You can propose a new magic item with an effect based on the phylactery of positive channeling, yes. But I'd have to be accepted by your GM first.

The formula should be the exponential function

2750 * X^2

Where X is the number of additional d6 given by the item.

So a phylactery giving +4d6 channeling should have a price of 44,000 gp.
