Normally you can guide a horse with your knees at DC:5 ride check.

What if you had to do this while the horse was blind or blinded by spell, fog, etc? Assuming you, the rider, could see...could you guide the horse and what DC would it be?

I don't think there are any existing game rules for this. IRL it would depend on the horse. Horses can be trained to accept direction while their eyes are covered (though usually being led by someone on foot), so the same should work for other forms of vision impairment.

I'd call it a trick (probably DC 15 to teach) and to get an untrained horse to do it you would need to 'push' it via Handle Animal.
