I think I know the answer, but I am asking just in case I am missing some resource somewhere.
Is there a list of starting decks for Class Deck Heroes (like the lists you find in the rule-books for the set Heroes) or do I just build a deck using any Basic Card I want (and respecting the card allowances of course)?
I am pretty sure it's the latter but, just in case, I thought it was better to ask.

You're right in that you build the starting deck however you like, respecting the limitations you mentioned.
However, there is a list of pregenerated iconic characters for each class deck on different tiers for official play, which you can find here.
The tier 1 versions don't have any feats and include a valid deck list, so you could see those as the canon starting deck of those characters if you want (again, you don't need to use them). For everyone non-iconic, there is no such thing as far as I know.

You'd need a separate starting deck list for each base set for each of the base sets if you were gonna undertake this project. PLUS, you can technically play any character from other sets, plus the promos... That's about 104 starting character decks per rulebook, on top of the 11 already in each one.
Remember, the starting decks listed in the rule books are only suggestions so you can start playing quickly. You can still build your character decks with any cards with the Basic trait (not to be confused with the "B" deck number, which stands for Base Set) and having the correct number of each type of card described on the back of your character card.
Lastly, Doppelschwert's suggestion involves building a Class Deck character's base deck out of ONLY the cards in the Class Deck box. There are no cards from the set you're actually playing in those lists (except by coincidence) and they were created with this limitation in mind. So unless you're playing a PFS card game, you'll probably be happier building your deck out of the cards in the set (with any Class Decks mixed in, as you like).
