Grand Lodge

Hey everyone,
I need to build a Chancellor, Head of the Courts for a city I am making.
I was looking through the NPC Classes and the only thing that came close was a Cutthroat Lawyer.
Any other suggestions, or places I should look?
Any help would be great, thank you.
