Yeah, that makes sense. So a maneuver that costs a standard action is the only one that can be used in a round and the rest of the attacks are normal attacks. And I guess a swift spell and a standard action maneuver could be used in the same round, but a full round action would be all that could be accomplished in a round, as I understand them.
I'm working on a snake cult based around the Egyptian deity Apep, with several of its members using the Steel Serpent discipline. I just don't want to over do the powers per round an initiator can use.

Maneuvers all have an indicated action cost to activate them. As long as you have the actions, you can continue to initiate. For example, you may be able to use a strike, boost, and counter all on your turn as they usually cost a standard, swift, and immediate action respectively. You cannot, however, use two strikes unless you have some ability that allows multiple standard actions in a turn, regardless of BAB.
There are exceptions such as the warlords dual boost or a warders expanded defense.
This is a major balancing point for PoW. High level strikes usually come woth heaps of bonus damage and secondary effects to make up for losing a full attack.
