Bloodline Familiars
Those with an inherent connection to magic often attract creatures who feel a similar instinctive pull toward magical forces. At 1st level, a sorcerer, bloodrager, or any other character with one of the following bloodlines can choose to gain a bloodline familiar. The character gains a familiar (as a wizard’s familiar), treating her class level as her wizard level for the purposes of this ability. This familiar has an additional ability listed below based on the master’s bloodline.
This replaces the 1st-level bloodline power granted by the character’s bloodline; in addition, the character gains bonus spells from her bloodline one level later than she normally would. For example, a sorcerer with the aberrant bloodline who takes a bloodline familiar would not gain the acidic ray bloodline power, and she would gain her first bonus spell at 4th level, her second bonus spell at 6th level, and so on.
GMs may use the following bloodline familiar abilities as written, or employ them as guidelines for devising bloodline familiar abilities for bloodlines not listed below.

Can I use the Eldritch Heritage to support the Bloodline Familiars?

Since Eldritch Heritage requires character level 3, and you won't have a bloodline until you gain the feat, no, you can't get a bloodline familiar.

Interestingly, VMC sorcerer still has you pick your bloodline at level 1 - so technically speaking, you can - and makes more sense as you commit to the full tree. Still, I wouldn't without asking the GM.

The 1st level bit should not be a problem because Eldritch Heritage gives you the "first-level bloodline power".

However, many GMs disallow this on the grounds that Eldritch Heritage gives you a single bloodline power rather than the full actual bloodline... and having the bloodline is a requirement for a bloodline familiar. Note that even Improved and Greater Eldritch Heritage don't give you the full bloodline... only Mythic Eldritch Heritage (arguably) does that.

The Blood Arcanist is more like Eldritch heritage. They specifically get the bloodline powers and arcana and not the other things associated with a full bloodline. As a result, I'm inclined to say no they can't. But it also seems like a perfectly reasonable thing for a GM to allow if they wanted too, especially since Familiar is an exploit which would otherwise be available in the first level exploit slot.
