Kurshu the Undying (Spoilers)

Why does this creature have feathery wings, hover feat, and ranks in flying skill, but no flying movement? And the background, ecology, and habitat don't help answer this question. Seems like an omission, but more likely I'm missing something.

It was likely an accidental omission from the printed text. Since the Herald also appears in a Pathfinder Society scenario, I was able to get a second source. The scenario lists her as possessing a fly speed of 60 feet, with average maneuverability. ^_^
