Question About the Adventure Guild Tier System

I have a player in my lodge that brought this to my attention and I just did not have an answer for him. He started playing with us on scenario 0-2c. He followed that up with 2d. We then had even more interest from new players so we started from the beginning. The player has played all session since in order. The problem now is that he hits tier three after 0-1f. Now in tier 3, if he plays 2a and 2b he has completed adventure two and is forced to tier up again after only two sessions. This results in him advancing a tier with out the card feat for tier three. Now, I guess the easy answer would be to have him play two sessions from another season, but our lodge does not have any current plan to start a different season while still working on the shackles. Is out math wrong or are we perhaps missing a clause somewhere?

You're missing a clause somewhere. Once you Tier up, you gain any remaining card feats for the Tier regardless of whether or not you completed the number of sessions required.

He'll get his T2 Card Feat after 0-2B. (and since he completed the Adventure, he gets his die bump and adventure reward as well, so he can use 1 of the Loot cards in AD2.)

From the PFSACG Guide to OP v3, p.8:
"If you advance a tier by completing an adventure, you automatically gain any remaining feats for your tier, and you gain a die bump for use with this character (see Die Bumps below)."
