Caster level for non-magic class

Rules Questions

i'm currently building a 3rd level slayer, and i was thinking of getting the shawl of shadowy disguise. (http://www.d20pfsrd.com/magic-items/wondrous-items/wondrous-items/r-z/shaw l-of-shadowy-disguise) thing is, while it says it uses the spell penumbral disguise, that spell dictates the bonus to your stealth and disguise checks off of your caster level. being a slayer, i have no magical levels. do i just use my regular level as a bonus, or do i get nothing?

I'm not sure, but I think you go with the Caster Level of the magic item. In this case, that would be 5. Also, I linkified the item in question, for convenience:

Correct. If an item is using an ability, it functions as the caster level the item was made as.

The same is true if casting a spell through a scroll or wand, or by consuming a potion. The only exception is Staves, which use the staff's caster level or the user's, whichever is better.

Horribly under priced. It gives +5 to two skills, plus a extra ability, with the only drawback of not working in bright light or supernatural darkness.

The first skill should cost 2.500 gp. The second 3750. The secondary ability is about on par with the drawback, so we can say there is no extra cost for that. And it use the head slot, so it isn't even a problem with cloak of resistance.
A 6.250 gp item for. 1.350.
Calling it a bargain is reductive.
