Shapeshifting druid - a Lore required alternative

Homebrew and House Rules

Hi,
I need to modify the druid class accordingly to a NPC's life. As he'll probably join combat, I need help to balance my idea.

I'll be very quick.

The NPC was a hunter. Level 1, his wolf dies. He left the hunters and became, with some help from the close friends of him, a druid which shapeshifts ONLY in a wolf. He does not care about spells, he does not care about other companions as he never ever will get a new one.
Now, pathfinder wonderfully gives the druid the choice between more spells and the animal. Point is, my NPC doesn't care about either: he just wants to spend as shapeshift as much as possible into a wolf, have a wolf stealth, the scent of a wolf

Now, game wise:
He has to shapeshift before the 4th level, which means before 1st level hunter, 3 level druid
He can lose spells.
He will certainly not have an animal.
He will probably only polymorph in a wolf, so he can lose shapeshifting forms.

If you're wondering what's the NPC's name: Wolf

Thanks in advance

Well, you could just make him a werewolf. Feral archetype hunter might also fit closer, just pick his spells for wolfy flavor, only summon wolves, and only invoke the wolf animal focus.

I checked every possible druid archetype, but none of the hunter...
Thank you very much :)

The Mooncursed Barbarian archetype from Horror Adventures might help with the character concept. Or maybe the Agathiel Vigilante archetype from Inner Sea Intrigue.

He could retrain all of his hunter levels to a Druid with the Wolf Shman archetype.

I thought about the wolf shaman, but I didn't see it as a true personification of the "I'm becoming a wolf" concept. As the name probably suggests, it seems more like a "spirit of the wolves, be with me" which is deeply different.
