There is no "best".
Each caters to different characters.
If you peruse the different Faction Journal Cards you can determine which one may best fit your particular interests.

If you want to get a discount on equipment, exchange is 'mechanically' the best faction. But I find them a bit dry/boring to play compared to some of the other factions.
You haven't met my Ganzi "Merchant"/ literal snake oil salesman (actually telekineticist kinetic chiurgeon who claims he doesn't fight, is plagued by ghosts and insists on kissing people to heal them).

So as a Bard 3, its too late?
You can, its just expensive PP wise. Online doesn't matter at all, works the same as a meatspace game.
its 3 PP per level, so 9 pp.
If you can, see if you can play with someone that has a season 6 faction card , they usually have a "Recruit a player" box that will halve your cost to join.

So did I have to pay for a change in faction if I changed it before playing level 2?
Nope. you are a mass of protoplasm at that can point and can change what you want (you lose the faction rewards though)
I was not sure so i payed the 3 pp but that was before he was established at lv 2.
Do i get my 3 pp back?
I believe so.

I'd like to advocate an option of a single free or really reduced faction change for Pathfinders playing their first character. There are a lot who get slotted into Grand Lodge because they don't know much about the factions when they start, and then find it's too expensive to switch when they discover a faction that better suits their character.
I'm now on the lookout for an Exchange member who has season 6 faction card available that can play with my son's level 6 investigator. Duncan wants to switch factions, but the prestige cost has been keeping him from doing it.
The same deal applies to one of the people I'm playing with in Play by Post. Grand Lodge is okay, but he would love to shift to Dark Archive.
Hmm

Bah... Just discovered there is no reduce cost change for Exchange on the Season 6 faction sheet. So Duncan is stuck in a faction that does not really appeal to him now that he understands how the factions work in Society play.
Is there a boon out there that would allow a free faction trade for newcomers?
Hmm

Has The Paths We Choose been run in your region recently?

I'm fairly new to PFS with 2 GM sessions and 0 player sessions (no characters created). Is it possible to change my faction? Is yes, how do I do that?
Is the faction selection per character or for all characters?
It looks as though you have the Dark Archive faction for your main username. These are mostly just for show when applied to non-PFS characters. A faction is an individual choice for each character you make. As others have said, your character choices, including faction, do not get "locked in" until you play a character above level 1.
