Likewise, is there a clear ruling on the effect of raising int at later levels and its interaction with things like bonus languages granted, or bonus 1st-level wizard spells known?
Don't know about languages, but I think the answer is yes. I'd have to search around, and if you're looking for a 100% incontrovertible rules-as-written PDT post, I'm almost certain there isn't one.
Pretty sure the other is a no, though. You get what you got then.

You do get a bonus language if your intelligence increases
Pretty much all bonuses should be applied retroactively if your ability scores increase.
The bonus spells in your spell book is about the only contentious issue, as it is tied to a class ability and is not a function of the ability score itself. I'm of the view that it probably shouldn't apply, but for an extra first level spell scribed in your spell book I can't be bothered developing the argument, so go ahead, but you should check with your GM. For PFS I would go with the conservative reading and say you don't get it.

Granted, the extra spell known probably isn't a huge issue, since it usually only costs 20gp to get a spell scribed down (10gp for the ink, 10gp to bribe another wizard into letting you borrow their book) -- and by the time you're increasing your int, 20gp is pretty negligible.
Still, always nice knowing official rules on stuff. :P
