1. since most of the game takes place in dungeons isn't there a temptation to choose underground for a ranger's favored terrain, regardless of if it fits the character?

2. underground isn't really a terrain; it's an artificial structure. a dungeon is no more a terrain than a house. so why is underground a choice of favored terrains?

Actually, it depends on your campaign whether or not "underground" happens very much. If you're playing Kingmaker, very little is underground.

And natural caverns are also "underground," and in Golarion, there is an entire underworld (the Darklands) of connected underground caverns.

Well, yeah, if you're playing a game that mostly takes place underground then favored terrain underground is a good idea.

If you play a game that mostly takes place in a jungle favored terrain jungle is great too.

That's pretty normal, I think.

You know that Urban is a favored terrain choice, right? So that's not a great example.

People tend to pick options that fit their character, however. If you're trying to maximize your initiative and skill checks, sure, why not?

That said, as other posters have noted, there are lots of places that aren't underground. Hell's Rebels, for example, would be prime for "urban," since even otherwise underground areas aren't considered caves or dungeons (urban covers buildings, streets, and sewers).
