if you want to take full advantage of abyssal bloodline's strength of the abyss do you need to take improved eldritch heritage at 11 15 and 17th to get +6 str or just once ?

Just once because it's not a separate ability that gives the increases.

Improved Eldritch Heritage for the level 9 Abyssal bloodline ability by itself gives you inherent bonuses to strength at levels 11, 15, and 19 (2 levels behind where the actual sorcerer bloodline would grant them). If you also take Greader Eldritch Heritage at level 17, you get the level 19 boost two levels earlier, at level 17.
