Simple question, based on RAW, can a Level 1 Witch, HD 2 creature take a Patron Familiar when selecting the witch class? Additionally, can the Bloodline Familiars from Bloodrager and Sorcerer be taken at level 2?
Just as a sorcerer can gain a bloodline familiar, a witch can gain a patron familiar by choosing one at 1st level in place of her standard familiar.
At 1st level, a sorcerer, bloodrager, or any other character with one of the following bloodlines can choose to gain a bloodline familiar.
Bonus Question - While riding my Familiar in combat with a special item, would they count for the affects of "Mounts"? Example the Rage Power Spirit Steed giving my Mount DR/Magic and Magic Weapons?
Yes, it refers to "1. level witch" or "1. lever bloodrager", not "1. level character".

Unless the ability refers to a specific mount, then yes.
