Pinning Down with range attacks?

I can not think of any rules for this. Are there rules for a range attack pinning a target to a surface. If not I have got to start homebrewing.

Bolt Ace at 15th level.
I was sure there was a feat or weapon trick that did something similar, but I cannot find it now, which means it was probably 3.x.

The fighter archetype: Archer has the trickshot ability which allows an arrow to grapple.
