Free RPG day modules

Is there a reason these can't be preordered? (Like is it part of the free RPG day contract or something?)

Every year I stress about missing out on a copy. Although that hasn't ever actually happened, it would be so much easier if I could preorder it as soon as I saw the announcement (even better if it were part of the subscription so I wouldn't even have to do that).

The items in the FRD kits are first come, first serve on the day of the event at participating retailers...and the publishers that donate the offerings have an embargo of 30 days until they can offer the item by other means (PDF download, for sale at cons, et.al.)

Cheers. I knew they couldn't be sold for a while after the event but a preorder isn't a sale is it? (No money changes hands and I'm not committed to buying it).

I just don't see why I can't say "I'll buy one in 31 days time" (though I suspect there is a reason).

I would also guess.. it's to promote people/stores into getting the FREERPG day kits.. as they are not cheap.
