Since Shadow Stencils are not a magic item, the Use Magic Device: Emulate a Race function should not allow a non-Wayang to benefit from them. So how does, say, a human or dwarf ... "activate" Shadow Stencils for a DC benefit?

I don't believe they can.
Unless they have some way to count as Wayangs (such as the Racial Heritage (Wayang) feat).
Yes, but then they are arguably not a non-Wayang. ;)
