My buddie is playing this and race. We spent 30 minutes arguing about his Sorcerer bloodline. Which was the dragon. It says he can grow claws as a free action. How does this conflict with the Kitsune's racial natural weapons? Would he have to shift to get the bonus?


There is no conflict.

Draconic Bloodline sorcerers can grow claws as a free action per the Claw(Su) ability. No shift is required.

Kitsune don't have claw attacks in their natural form, so I'm not sure why this was considered a potential problem. The Kitsune would have a bite and two claw attacks if they shifted into their natural form and used the power, two claw attacks in their human form with the power, and just a bite in their natural form if they weren't using the power.
(in all cases, they could add on iterative attacks with any limbs that weren't involved in a natural attack - see the relevant rules)

Note that if a race with natural claws uses the Draconic power, they would have access to two different types of claws: their natural ones or the ones provided by the bloodline. (RAI and reasonableness dictate that they could only use one or the other at a time)

Silver Crusade

Just because he's a Kitsune doesn't add any extra restrictions to his bloodline power. Does a regular human, elf, dwarf, etc need to be in a special shifted form to use the claws? Nope, they don't, and this restriction doesn't come into existence just because they're a Kitsune. In fact there is specific wording to support (at least RAI) that someone can grow the claws no matter what form they're in:

And as Byakko mentioned, the Kitsune's Natural Weapon is a bite and not claws so there's no conflict at all between them.

Basically it goes like this:
Human Form: Can grow claws that do 1d4 damage each.
Natural Form: Always has 1d4 bite and can grow claws that do 1d4 damage each, and can be used in conjunction with each other like any other natural attacks.

Fox Form is a bit murkier. You always have a 1d3 bite but the rules on the claws are a bit gray. Strict RAW reading says that even though you're sized Tiny, your claws would be 1d4 since the only change in damage for claws specified is if you're small and doesn't have the wording "does damage appropriate for your size". RAI though would say that the claws do 1d2 damage each.
