While blood arcanists, bloodragers, eldritch scions, sorcerers, and VMC sorcerers all explicitly gain the bloodline class feature. the Eldritch Heritage feat line never explicitly states you gain the bloodline, just that you select one and gain abilities from it. That being said, I suppose it is semantics at that point. The blood is there, and you are gaining abilities from the bloodline, I see no reason why not count it.
Lets examine this in terms of balance real quick;
Iron Will, Familiar Bond.
Skill Focus (Knowledge [dungeoneering]), Eldritch Heritage (Aberrant), Aberrant Tumor.
I see no balance issue there, so I see no reason why not to allow it.

I don't belive you need to have a familiar before taking Aberrant Tumor, so that should "only" be 3 feats.

And yeah, nothing in the feat states that you are granted the bloodline. So if there isn't some clarification somewhere, I don't believe that you qualify for Aberrant Tumor.
Select one sorcerer bloodline. You must have Skill focus in the class skill that bloodline grants to a sorcerer at 1st level (for example, Heal for the celestial bloodline). This bloodline cannot be a bloodline you already have. You gain the first-level bloodline power for the selected bloodline. For purposes of using that power, treat your sorcerer level as equal to your character level – 2, even if you have levels in sorcerer. You do not gain any of the other bloodline abilities.

I don't believe I made my point clearly.
Both are feat based methods of obtaining familiars. The former requires 2 feats while the latter requires 3. Balance wise, it seems fair if allowed. But given that it isn't explicitly saying you have the bloodline, I don't think it counts.
