Correct.
Metamagic Feats only apply to spells that you, the spellcaster, are casting, from your own spell list. Using spell completion, spell trigger, or use-activated items (such as Scrolls, Wands, Potions, Staves, Wondrous Items, etc.) cannot be affected by Metamagic Feats (though such items may be crafted to function as if they were cast with that Metamagic effect, such as a Scroll of Maximized Fireball; this adjusts the value and requirements of the item accordingly).

Tho' the only reason that a necklace of fireballs has that reduced range from the spell's version is that you have to physically throw the missile. if it had a different means of launching you could reasonably increase it up to as much as the spell's range without increasing the cost at all.
Edit: if you did have to include reach or extend spell the cost would increase to (4*6)/(3*5) = 1.6 times the cost of the standard necklace.

The necklace is CL 10, not CL 5.
Minimum CL for a 4th level spell is CL 7, not CL 6.CL 10 is sufficient for spells up to 5th level.
SO:
+1 Metemagic: 4/3 standard price = 1.33*normal
+2 Metemagic: 5/3 standard price = 1.67*normal
