Do you naturally speak your homeland's language?

Rules Questions

I'm making a Kellid druid, so I know I get Common and Druidic as starting languages. However, is there any rule that says I automatically know Hallit or do I have to spend a skill point on Linguistics to get it?

From the Inner Sea World Guide:

Languages: This line lists what languages members of the race or ethnicity automatically know when they begin play. In many cases, they know more than one language—Common and their ethnic or racial tongue.

So, no Linguistics required. ^_^

You only (automatically) get a regional language if you're of the appropriate human ethnicity. If you're not a human ethnicity that gets that language for free, or if you're a non-human (including half-breeds), then you need to consider other options. Thankfully, all human languages fall under the "always available" category and can be selected as bonus languages with a high enough Int score. Failing the above criteria, Linguistics is the only remaining option.

This is just for future reference, though, as Kalindlara already answered your primary question.
