I think I've seen it somewhere on these boards but I have a thought...
My PCs HATE Jubrayl. And so far, he's turned into a great adversary for them. They want to bring him down so badly, but he constantly weasels his way out of it. I play him up like a really smug SOB and it just makes them hate him even more.
I want to use him as a red herring in the Skinsaw murders. I've already set it up that he had a romantic interest in one of the PCs and is angry that she humiliated him in public.
But I think I'll replace one of the three con-men who are killed in the barn with Jubrayl. Jubrayl won't be dead, but he'll be listed on the letter found on one of the bodies. Jubrayl will be one of the three invited to the barn (since he would fit well as siherdon victim)but he smells a trap and doesn't show up.
The fact that he's named on the letter but isn't one of the victims, will lead the player's to believe he had something to do with it and arrest him on suspicion.
And then it will be SOOOO wonderful when more murders occur and they realize they have the wrong man. It will absolutely kill them to have to release him.
And then, whenever they do finally get something on him, it will be that much sweeter to arrest or kill him.

It's that cocky picture isn't it? Just looks like you should punch him in the face. It stood out to me when I was thumbing for notable NPCs too.
Sounds like great fun and he's listed as encountered being level 7 so has some amount of clout and the Sczarni connection is ripe for adding suspicion and adding convenient resources for him to escape. I would be hesitant to go too far though since it seems a lot of groups don't make it all the way through APs as is.
