If I encounter a non-villain monster with an adventure deck number of 4 or less, do i still make the roll for the check to defeat to determine if i take damage or do i just automatically pass the check to defeat and they are defeated?

You still make the check to see if you take damage. Death's Touch guarantees that whatever your total for the Combat check step, the monster is considered defeated during the Resolve the Encounter step.
