So this feat is something that one of my players is considering, but I'm unsure how to handle it. If a tiger attacked him and hit enough to lower his con to 0 before three rounds, would he stay dead or come back to life after the damage expired?

Wait what are you asking? If the tiger hit the player enough to drop it's own con to 0, would it die? The answer is yes, because it is constitution damage. It would not come back to life because it is already dead. If it was constitution penalty it would not die to begin with.
Just to expand on it further, If you hit your full level in negative levels, you die. It doesn't matter if these are permanent or temporary negative levels, unless the effect specifically says otherwise. So there is precedence on it.
That said, if a tiger manages to make 17 successful attacks on the character and has not killed him already, I think the tiger deserves what it gets.
