So the following text appears in the item description "The spell must be on her spell list, the same spell level or lower than the expended spell slot, and the same type of spell (arcane or divine) as the spell slot expended."
Which on a sorcerer is super clear you can grab all kinds of arcane scrolls. For a bard who is an arcane caster that has divine spells on his spell list. I take that to mean he can't use divine scrolls with the vestment (because of the PFS rule on having to purchase scrolls from wizards or clerics almost exclusively).
I feel like the intent is that anything on your spell list is supposed to be fair game however.

Bards cast arcane spells, so it would need to be an arcane scroll. For something like Cure Light Wounds, you would need an arcane copy of Cure Light Wounds (from a bard or a witch for example). You would not be able to use a cleric's Cure Light Wounds scroll.
As for buying scrolls in PFS, I am unsure how you get the scrolls you need in this case.

PFS doesn't have the Arcane/Divine scroll distinction, so you don't need to worry about it. Cheers!
To confirm, from page 25 of the Season 7 Guide:
For the sake of simplicity, there is no difference between an arcane and divine scroll or wand. Thus a bard and cleric may both use the same scroll of cure moderate wounds.
