Spell Perfection's Pre-requisites

I'm currently playing a Kobold Sorcerer going down the Dragon Disciple path.

One of the racial traits allows me to cast a spell with the benefit of Silent Spell. (Spellcaster Sneak)

Can this count as one of the 3 metamagic feats to qualify for taking Spell Perfection?

Nope. No more than buying a metamagic rod would. If the racial trait actually gave you the feat, sure, but this just lets you apply the effect once a day.
