So why does it continue to specifically say that 'When raging'?

Seems that it would indicate the rest of it operates even when not raging..

I am playing a Barbarian and have taken the Superstition rage power...

It has come up that the bonus to saves are only active when raging. Which as I read it, doesn't seem to be the case, since there power goes on to say specifically 'when raging...' meaning the rest of the power is active even when not raging.

Is there any clarification on if the bonus to saves is always active or just when raging.

One of the racial traits allows me to cast a spell with the benefit of Silent Spell. (Spellcaster Sneak)

Can this count as one of the 3 metamagic feats to qualify for taking Spell Perfection?
