I believe it has been established that feats such as augment summoning increases the power of creatures summoned using the summoner class feature, even though it's not a spell.

Your summoned creatures are more powerful and robust.

Prerequisite: Spell Focus (conjuration).

Benefit: Each creature you conjure with any summon spell gains a +4 enhancement bonus to Strength and Constitution for the duration of the spell that summoned it.

By that same kind of line of thinking, would the gnome racial ability to add +1 to the DC of illusion spells cast:

Gnome Magic wrote:
Gnome Magic: Gnomes add +1 to the DC of any saving throws against illusion spells that they cast. Gnomes with Charisma scores of 11 or higher also gain the following spell-like abilities: 1/day—dancing lights, ghost sound, prestidigitation, and speak with animals. The caster level for these effects is equal to the gnome's level. The DC for these spells is equal to 10 + the spell's level + the gnome's Charisma modifier.

apply to the creatures summoned by an umbral mesmerist, despite them also not being spells?

Shadow Summoning wrote:
Shadow Summoning (Sp): An umbral mesmerist gains the ability to summon quasi-real creatures as per summon monster I a number of times per day equal to 3 + his Charisma modifier. The umbral mesmerist can use this ability as a standard action, and the creatures remain for 1 minute per level (instead of 1 round per level). The creatures summoned are only partly real, but have normal effects unless a creature affected by the illusion succeeds at a Will save to disbelieve (as per shadow conjuration.) The DC for this save is equal to 10 + 1/2 the umbral mesmerist’s mesmerist level + the umbral mesmerist’s Charisma modifier. This is an illusion with the shadowUM descriptor.

If consensus is "yes", then the wayang racial feature to add +1 to the DC of shadow effects would also apply.

Not that you could stack them or anything, but even just one is cool. Cool enough that I might even play NOT a human in a game.
Still might not outweigh the bonus feat, unless I intended to pick up spell focus and greater spell focus already.

Actually, would spell focus bump the DCs of the umbral mesmerist's summons?

I believe the racial traits would both increase the DC, as would Spell Focus (since I believe it applies to spell-like abilities). The last line seems reasonably clear to me. ^_^
