Shooting through allies?

Rules Questions

I tried looking through the modifiers for ranged combat on the srd and I can't seem to find it. I remember it being something like -2 (or -4) for each person in the way of your target but the most I can come up with is rules for soft cover (+4 to the target's AC). Am I just not looking hard enough or is soft cover the way to go?

It is soft cover.

Nope, you've looked hard enough. Soft cover is the answer. If you want archers to be effective, either give them the high ground or give them a clear shot.

There isn't a penalty for each character, just a -4 for soft cover. There is also a -4 penalty for shooting into melee.

Precise Shoot removes the penalty for melee, Improved Precise Shot removes the penalty for cover.
