if one took this mystery and then took astral caravan can you travel less then 50miles with it or are you stuck going the full 50 ?

Yes, it looks fine for you to go less than 50, but it still "costs" you that hour/50 miles no matter how short a hop you make.

[Edit] In case my wording was unclear, you can go 2 miles but you still have to pay 50, and you don't get any change back.
